Seems to include everything, both cars and track. The box has been beat up, and some of the items have rust including the cars (pics not included over the underside of the cars or the rusty pieces but there's around 5 of the track that is. Missing the power pack. This orders item has not been tested. Just opened to take pics. It was a target exclusive.
